On the sidelines of Cultural Investment Forum organized by Ministry of Culture at King Fahad Cultural Center in Riyadh, the Libraries Commission signed an operational investment agreement with Elm Company. Under the agreement, Elm will assume responsibility for operating the “Cultural Houses" project in Wahat Al-Riyadh (Riyadh), Dammam, and Ahad Rufaidah. The project will be implemented under a revenue-sharing operational model aimed at ensuring high efficiency, delivering a comprehensive cultural experience, and strengthening financial sustainability—underscoring the growing national interest in culture, arts, and the vitality of cultural infrastructure.
The agreement is part of the Libraries Commission's efforts to transform public libraries into modern cultural houses that embrace knowledge, arts, and innovation. These houses will provide dynamic, inclusive environments featuring diverse libraries, theaters, tech labs, multipurpose halls, coworking spaces, and outdoor venues for events. They are designed to be open community platforms that reflect Saudi identity and meet local needs.
This partnership exemplifies a national shift toward a sustainable model for managing cultural assets through private-sector collaboration. It highlights Elm's commitment to investing in vital sectors that serve society. Dr. Abdulrahman bin Nasser Al-Asim, CEO of the Libraries Commission, stated:
